Torquay-Jan Juc Retail & Employment Land Strategy

The Torquay - Jan Juc Retail and Employment Land Strategy (RELS) was adopted with minor changes at Council's Ordinary Meeting on Tuesday 26 October 2021. 

The RELS builds on the existing Torquay Jan Juc Retail Strategy 2011, and includes a vision, eleven key objectives and associated actions which come together to provide a clear strategic direction for the commercial areas of the town/s.

Next Steps

A Planning Scheme Amendment to implement the recommendations of the Strategy into the Surf Coast Planning Scheme will now be prepared and exhibited at a date to be determined by Council.


About the project

The Torquay - Jan Juc RELS is a land use planning and economic strategy that seeks to position Torquay and Jan Juc to make the most of opportunities over the period 2020 – 2036.

The Strategy focuses on:

  • supply and demand
  • floor space requirements
  • land use
  • the role and the function of the commercial areas. 

The RELS is supported by a 2020 Background Report(PDF, 4MB) which provides the detailed context and technical analysis to underpin the strategy.
