Recreation Reserve Permit
A permit is required for all community events, outdoor weddings and commercial activities (including personal training, wellbeing, and fitness group activities) taking place at Council managed reserves and open spaces.
Important Note:
Council does not manage any beaches within the Surf Coast Shire. Beaches and the adjoining coastal reserves are managed by the Great Ocean Road Coasts and Parks Authority (GORCAPA) and Parks Victoria for beaches within national parks such as Point Addis.

Why do I need a permit?
Recreation Reserve permits minimize the risk of potential litigation from organized users of Council’s open space and ensures facilitators hold public liability insurances.
What is the fee for council managed land?
Permit application fee: $235. The prescribed permit fee applies for each application.
Outdoor Training and Fitness
Health and fitness providers and other businesses wishing to use any Council managed open space including parks and recreation reserves to conduct activities must obtain a permit from Council.
Consideration must be given to other users of the spaces at all times.
Although a permit is still required, the standard casual hire process and relevant fees are applicable for sports field bookings.
Health, fitness and training services including but not limited to:
- Personal training including:
- Gym sessions (with or without hand weights, fit ball, skipping ropes etc)
- Boxing and pad training
- Circuit training
- A combination of any of the above
- Group class
- Boot camps
- Gentle exercise activities including:
- Relaxation
- Meditation
- Balance and strength activities such as yoga, Pilates,Tai Chi
Audits will take place and if the condition of the grass surfaces deteriorates, the permit will be reviewed and the permit holder will be notified of any changes to their application.
