Recreation Reserve Permit
A permit is required for all community events and commercial activities (including personal training) taking place at Council managed reserves and open spaces.
Important Note:
Council does not manage any beaches within the Surf Coast Shire. Beaches and the adjoining coastal reserves are managed by the Great Ocean Road Coasts and Parks Authority (GORCAPA) and Parks Victoria for beaches within national parks such as Point Addis.

Why do I need a permit?
Recreation Reserve permits minimize the risk of potential litigation from organized users of Council’s open space and ensures facilitators hold public liability insurances.
What is the fee for council managed land?
Permit application fee: $235. The prescribed permit fee applies for each application.
Outdoor Training and Fitness
Health and fitness providers and other businesses wishing to use any Council managed open space including parks and recreation reserves to conduct activities must obtain a permit from Council.
Small Scale Events
Small scale events with up to 50 people (at any given time), up to 6 hours with no/minimal impact on traffic and site conditions
